As someone who has had ACW in 6mm, 15mm, 28mm and 54 mm I would say

15mm for Grand Tactical (I would say 10mm but I have way too many 15mm to start a new scale)

28mm for Skirmish

"6mm", using either Fire and Fury Brigade or Altar of Freedom. My original armies were Heroics and Ros, but I now have Baccus, Adler and Rapier, the latter being my favourites.

I used to play lots of 28mm ACW games with Rusty's Rules and really enjoyed the rules. After all these years I think that I still have most of the modifiers memorized.

Recently I've started painting 54mm plastic figures to use with my Fife and Drum rules.

I am using the below miniatures and rules for ACW;
Lots of 28mm figures using Song of Drums and 61-65 rules
A small army of 10mm figures for Longstreet rules
Lots of 6mm figures for Longstreet and From Shakos to Coal Scuttle rules

I love my 15mm Old Glory figures. Some can be rough, but they are great value and plenty of variety in the poses.

Rules I am all in for Fire & Fury….wish they would come up with more campaign books. :)
