Does anyone know of a rule set that uses NPCs? I'm mostly interested in skirmish games with settings like sci fi, cyberpunk, or superheroes. I just like the idea of accidents happening to by-standers and there being potential consequences to those occurrences. Thanks.

Two Hour Wargames rules might be what you'd like for these games.

Gangs of Rome has mobs of civilians wandering around, where your gang members can hide in.
