Do the numbered counters represent strength points?

Yes. The numbers in the grey segments are firm morale, the numbers in the whitish segments shaken morale (-1 modifier in combat). Once a unit's morale drops below lowest shaken it routs.

An average unit will have 2 firm and 2 shaken morale intervals. A good unit 3 firm and 2 shaken. A poor unit 1 firm and 1 shaken. Ninjas can have up to 6 firm and 1 shaken.

I write morale thus: 2-2, 3-2, 1-1, 7-1.
