Not looking at any of the usual contenders (Essex, Khurasan, Peter Pig, etc), but I am looking for WoTR ranges with 15mm figures that are more of a caricature style in sculpt. I recall seeing some that fit the bill in older gaming publications. Any options out there? Thanks!

Try the 15/18mm fantasy range from Eureka Miniatures. My whole WOTR army uses these figures.
