"…Royalist occupation of Oxford." Can the King not occupy any of his cities? Would not … use of the city as his capital be more appropriate? Seems to be a bit of pro Parliament bias amongst
modern historians or plaque makers.

Charles' use of Oxford was very much an occupation. Despite the city being loyal to the crown, the treatment of the residents was appalling. The city population tripled overnight, at times even more so. Soldiers were billeted (and often residents were not paid for this), then of course boredom and alcohol entered the equation and you can understand why residents were unhappy. Theft, damage, sexual assaults, food shortages, plague, dysentry,the list goes on – all as a direct consequence of the occupation.

So unhappy that the governors required a bodyguard to protect against attacks from the population of Oxford.

As for pro-Parliamentarian bias? Stow Civic Society were responsible for the plaque in question. A conservative (small c), educated and traditional group. There's no bias there.
