Does anyone know of any software out there that can be easily used to create the kind of diagrams that we see in rulebooks?

For example, I am trying to easily illustrate:
- a depiction of a unit;
- on a background with a couple of terrain pieces;
- with an arc of fire (or similar)shaded in; and
- with some explanatory text

Inkscape is a capable and free (vector) drawing program

With a little imagination you can use the drawing facilities in Word to do most of what you want. Saves having to import separate files to the document too.

LibreOffice Draw is good for drawing diagrams. Ans it's free
