What about Oi Navarcoi? There's plenty of TMP threads on it and they're free to download.

Corvus is free, and good for up to a couple of dozen ships a side

the Osprey set Poseidons Warriors is supposed to be good for large battles.

I wrote "He Hemetera Thalassa, Mare Nostrum" specifically for large fleet actions. Ships are based in groups with several groups combined into squadrons, and squadrons into fleets. I play with 1/2400 models, 3-5 ships to a base but I know many players use single 1/1200 models instead of groups. They are on Wargame Vault if you are interested.

Corvus is more toward the 'Actium' end of galley warfare than 'Salamis'. More polyremes than Trieres. It works well enough though and is a fun game with more 'Hollywood' than 'Helicarnassus' about it.

Many of the fast play rules have very limited historical 'accuracy' and combining vessels into 'groups' makes the real tactical choices of the period quite difficult to implement.

Our club did the battle of Chios with three players per side and over 100 ships on each side. 1 to 1 except for the lembis which were 1 to 2. There is a free version of Corvus on the internet and an improved version available from the society of ancients.

I'll second Oi Navarchoi.

I've played it a couple of times and it feels right.

It's aimed at Trireme fleet actions.

I recently had the opportunity to play Greeks at Sea by Brian DeWitt. Fun game. There is a review of same on Mark's Game Room.

Salamini are simple rules for Trireme, you can handle quite a large number of models link
