Is a figure a F&F stand?

I am not familiar with the card draw in F&F. Is this an AWI mechanism only?

79, I apologize for my poor explanation. My "command cards" are my own addition to the game to add some more unpredictability and to better model ( in my own mind) the effect if OODA on the battlefield. It is not part of F and F. I used single figures for stands as I don't have enough figures to do otherwise. I did try to keep the same frontages however.
Sorry for my lack of explanation. I had rambled on about those topics in previous posts and didn't want to bore people.
