Empire is a little confusing (no pun) French howitzers, in the Artillery appendix are said to be 5.5" for all save 12Ibs companieswhich had 6". However in the Setting Buildings on Fire table only Under 18Ibs and Over 18Ibs are referred. Are 5.5" and 6" under or over 18Ibs. British (Not that I have any) 5.5" and French 5.5" would be classed as the same?

That would seem reasonable. Anything over 18lbs. would be seen in a siege operation.

If I interpret that discussion correctly, the weights would be under 18 pounds.

So all nations battlefield howitzers or Licornes were in the 'Up to 18 Ib's catagory?

After a little research I have come to the conclusion that French 6" Howitzers, Russian 18-20Ibs Licornes and Prussian & Austrian 10Ibs Howitzers should be classed as Heavy Howitzers for the purpose of setting building alight. All 5.5" French & British Howitzers Russian 9Ibs Licornes and all 7Ibs Howitzers are Medium. No such thing as a Light Howitzer. Does anyone disagree?

Yes that's how I will play it. Only maybe I don't bother with checking if a built up area is on fire until the point of it is to burn them out.
I only have Russian, Prussian and British who only have medium

No, Position batteries are heavy, I have not a French figure in my collection
