For movement, what are streams considered? Are they an obstacle or rough ground? Does it cost an extra inch or two to cross?

On page 45 there is a useful paragraph which calls on the players to discuss and rate the various features. 'There is no need to be rigid or even consistent about such things'.

I generally treat a stream as an obstacle and soft cover to troops in the stream with no run. My stream has lots of vegetation so weapons firing across from one side to the other also get the -1 hit modifier. Troops can run to get in the stream but no run to get out.

Further more for tracked vehicles trying to cross I apply an old WRG bogging rule. Roll a one and it's stuck, roll another one next move and this is permanent :)
