I am about to buy a copy of What a Cowboy as my entry into Wild West gaming. Love the era, love the terrain that is available.

Can you use any miniatures for these rules? If so, is there a general consensus (…"gulp") about who makes the nicest miniatures for this era with crisp detail?

Any reason to not buy these rules and go with other rules?

I don't know about the rules, but Foundry and Artizan, as well as Old Glory have everything you need in terms of figures.

Knuckleduster, Brigade, and Great Escape Games are all very good miniatures as well. You might also want to look at the miniatures in the Dracula's America range from NorthStar; there are many in that range which would do nicely for normal western (rather than weird western) games.
As for rules, there's Dracula's America (which can be run without the weird stuff), GEGs' Dead Man's Hand, Knuckleduster's Gunfighter's Ball, and Wiley Games' Fistful of Lead Reloaded (which, I think, just came out in a new edition), to name just a few. Personally, I like Steve Winter's Wild Frontier (which is available from On Military Matters) for its simplicity and elegance.

I like Fistful of Lead from Wiley Games. Individual characters are customizable. The game is fast and furious. Loads of fun. My favorite miniatures by far Knuckleduster miniatures. They have a huge selection of miniatures. They are sold individually and factions of 6. Clean and well sculpted.

A fan of the Black Scorpion wild west figures myself. I use them with the Dead Man's Hand rules.

I'll second Black Scorpion figures. They are beautifully sculpted and full of life. As for rules, I'll also second Fistful of Lead. Great, easy to learn, fun to play.
