Not all games are perfect but many are. I guess it depends on what you call perfect. A senario that works perfectly is a perfect game. Mutiplayer games never, never a full set of top players and the scenarios almost never have the degree of challenge needed for a perfect game. But it does depend on how you define perfect.

Imperfect is easy, despite the planning it just bogs or becomes a tactics undemanding slog, usually abandoned early as no fun just throwing die just to watch it play to it's boring end. Or multi player games with hopeless folk with the attention span of a fly on a bad day.
