Most DIY/Paint Stores have such a machine. You provide them a color sample to match, and they will do it, mixing paint immediately. Not sure if they charge for this, or not. Only hitch is you need to take your color sample to the store…

Had a friend who took a sample into a local paint store. They mixed up a matching spray paint can for him. Don't know any more about it, but he was pleased as punch with the results! Cheers!

There is no reason an app on a digital phone could not do this.

But do not be fooled. If you paint miniatures the "true" surface color, they will look like cartoons.
Every foot a atmosphere between you and what you look at changes the color.
When you look at a 28mm figure on the table, it is like a man some 65 meters away.

Look at people in the distance, and note the colors and tones that your eye receives.

I had a local paint shop (in the UK) to mix me some cans of emulsion for use on terrain and bases – I took samples of the colours I used painted onto lollypop sticks. Far cheaper than buying craft paints, but the colour matches are not that precise (which doesn't matter for sand and green that end up covered in flock). There wasn't a charge but there was a minimum tin size of 350ml. I also got cans of black and white to try as undercoat – they seem to work pretty well.

Lots of places make spray paint to order. Usually there is a set up fee and a price per can. Art supply places often do it for the graffiti "artist" folks. They also have different nozzle types for different effects.

We went to a local DIY store many years ago with a request for a tin in a specific colour. Having a friendly chat with the member of staff whilst he worked, as you do, and then he asked what we were painting. The reply, a scale model of a WW1 Zeppelin for a 28mm game, left him a bit flumaxed and stopped the conversation dead!

I've done this at my local Revell hardware store. There was no additional charge.

I think you're missing the point. Want to match the color on the tank at Bovington? Or on the patch of uniform? Or even on a figure you admire? You can't take these to the hardware store.

I haven't used the feature but I do have a "paint rack" app that has a pic-color ability. Should cover most situations and other apps probably have this as well.
