In the Campaign rules (To The Sharp End), there is the section on Voluntary Withdrawal. I have a question about Pinned units withdrawing.

The rules say -

1. Units within 12in of a Jump Off Point can leave the map (if there is not an enemy interfering within 6in.

2. Unpinned units within 12-24in withdraw …

3. Unpinned units outside 24in withdraw …

4. Pinned units roll to surrender, disperse, etc.

So the question is whether or not #4 applies to Pinned within 12in of a Jump Off Point? I ask because #1 is not qualified as "unpinned", but #2 and #3 are. This would indicate that #4 only applies to #2 and #3, meaning Pinned more than 12in from a Jump Off Point at the time of Voluntary Withdrawal.

We played a campaign scenario last night. A German mortar barrage landed on 2+ British platoons. Because of accumulated Chain Of Command Die on each side, the Barrage was likely to last a long time, continuing after a Turn End. So the British needed to withdraw. There were clear Jump Off Points within 12in of all the British units. But since they were under a Barrage, they were all Pinned. So do they just leave the map under #1, or have to roll under #4.

Unrelated, but dealing with Pinned under a mortar barrage. It is +1 cover for being Pinned, -1 Cover for the mortars, correct?

I would go with #1

I think the -1 cover relates to actual cover. Apply that first (so a figure in light cover is considered in the open, one in the open is unaffected) then add +1 level of cover for being pinned. There was a long discussion about this some time ago in the chat group; can't recall if it reached the FAQ.
