I'm finding often that Khurasan miniatures' historical packs include too few figures for the right number of troops for DBA lists (Hd especially). Does anyone know if the owner is open to including a few extra figures for a fee? I'd email and ask him myself but he's ignored my emails in the past.

I would say no. He sells beautiful minis, but he is tough to deal with.

Does he make a specific army boxed set as opposed to an 'all options' army set?

I would imagine that Khurasan miniatures has nothing to do with any other companies rule sets ?
Trying to package for all the various rules available is an impossible task.
Most packaging is based on figures in a mold.

Sure, but as I said above Khurasan offers no army packs whatsoever.

And I know they're a different company, but Essex and several others have sent me extra figures or different figures upon request, generally for free to fill out odd units. I wasn't saying Khurasan should or shouldn't do something. I was asking if they did.

Selling castings of the same figures in various packaging = inventory = $$$$.
Old Glory inventory bins can have $50,000 USD-$75,000 of metal and labor costs sitting in them at any given time -- depending on how stocked we are.
At the factory I preach -- "inventory control, inventory control, inventory control!!!"
