About to start a 15mm ACW project. I want to use Army Painter Speed paints -- I need to get a bunch of figures to the table pretty quickly!

What shades to get for Union uniforms? (Help with confederates also appreciated, but I am assuming a mixture of browns and greys will work for them).

Also, appreciate any suggestions for skin tones.

Cloudburst Blue looks right to me.

I used GW contrast experimenting with this on AB civil war figures and found that the detail while exquisite wasn't deep enough to bring out the best in the paints. They're great for 28s. I haven't to try them with the more exaggerated relief of Old Glory 15s

+1 Valmy92. I did use contrast and speedpaint on my epic scale warlord figures (about 13-14mm) and had pretty good results. Personally, I tend to use considerably brighter colors on very small scale figures -- to my eye, a good Union dark blue looks essentially black on 15mm on the tabletop, which is fine if you don't want to paint straps and belts and so forth. I used a 2:1 mix of medium blue (like Highlord) and darkblue, and then thinned it with contrast medium. Looks dark, but you can still see the black belts and such. For trousers, just for the sake of contrast, I used a mix of medium blue, gray and white. Darkoreth flesh for the skin tones.

Scale effect is real. If you use full value paints on 15s without a fair bit of white, it will indeed look black. I prime 15s white or light grey, then brighten the colors up several shades to avoid a muddy or even black look. I also have a scale black premixed to a dark grey. Good painting!
