Would anyone happen to know if anyone makes 17th century civilians in true scale 15mm? I know Old Glory Blue Moon has some nice looking ones and would be perfect given the variety of poses, but I believe those are more 18mm.

Minifigs and Matchlock have a few.

Depends what you mean by civilians… if you mean armed civilians, Minifigs and Peter Pig make clubmen.

If you mean unarmed civilians – QRF(Freikorps) make a good pack of camp followers which includes children, Peter Pig has a few packs (sprinkles pack has a sleeping drunk, plague doctors, and there is a farm pack), Matchlock have a 'characters' section which has a few useful figures (rat catcher, Witchfinder, various clergy, rich lady with a gun).

Transport: Essex make a gentleman's coach, Matchlock produce a mule litter.

Stuff I don't own, but have an eye on:

Irregular make some generic peasants, a few of which might be suitable.

There's also a camp followers in Minifigs Hussite range, a few of the women might be suitable. Peter Pig pirate range is also worth a look as a few of the civilian packs in there may be of use.

Blue Moon have several packs of civilians, townsfold, and peasants scattered through their 15mm ranges.

The ECW range has a set of civilians and a camp set. The Pirates have a set of civillians, and the Three Musketeers has a set of Civillians and Personalities with a number of ladies. Also in the Three Musketeers range are coaches. They are on the large side of the 15-18mm spectrum.
