I have many classic Western figures and like FFL, but I also have many Victorian horror figures like vampires, werewolves, and other creepy figures I had for Deadlands. Would using the Tales of Horror expansion work for a Deadlands, weird West game?

Yes,

I don't think you'll go wrong using it (Tales of Horror) for what you are asking, particularly since it has a Gothic horror bend to it already. I say go for it if you already like the system. It retains the "toolkit" plug and play of the other systems. But, I warn you I've only just purchased it myself so my experience in porting it is limited.

Lets be honest, what's the difference between a vampire in London and one in Tombstone? The accent?
