I think cavalry had declined well before 1900.

The rifle made cavalry obsolete except for scouting and raiding.

Machine guns, quick fire artillery and barbed wire saw the end to cavalry except in scouting and wide open terrain. The Russians still made massive use of mounted units during WW2.
