I don't know enough about this case to make an educated comment. However, I find it odd to rely on eye-witness testimony from 55 years ago. Not to mention that the main complainant was 7 at the time.

With China acting weird it may be that South Korea is attempting to offer an olive branch to Vietnam. A Japan/ South Korea/ Vietnam/ Taiwan alliance may be needed in the future. A $24,000 USD settlement may not be that bad.

When the last Japanese soldier surrendered in the Philippines there was a good case that he knew the war was over but he was too hard headed to surrender. He had killed civilians which was ridiculous but the Philippines needed Japan so let him go without criminal charges.

I think Japan, Vietnam, South Korea, Taiwan Alliance should not stop there. Add all the democracies of the Pacific Rim, including Canada, USA, NZ, Australia, Philippines, and others.
I would even go farther and include some of those in NATO, after all Russia threatens Japan and South Korea.

My Senior Military Instructor in ROTC who served in Vietnam with the 101st Airborne had nothing but praise for Korean troops in that war. He served in Korea and had a less than sterling appraisal during that previous conflict of Korean troops.

I can imagine that a whole nation mobilised, as in Korea, will produce a much less universally reliable military than a relatively small and elite contingent, as in Vietnam (now I read again I see over 300,000!).

I hope the limited money raised will now go to an appropriate charity back home and not just be swallowed in legal costs. As least no-one tried to bring a case against any individual so accused.
