I'm not defending the testing on humans but how else could they find out how it would affect Afro-Americans and people with more melanin in their skin than to test it on them? Extensive testing was done on Caucasians too.

And the mustard gas experiments in particular, as Caitlin mentioned, some 60,000 American soldiers were used in experiments. But I was quite struck by the nine race-based experiments that I located. There's at least nine. There could have been more, but in the published scientific records, I found experiments on Japanese Americans, African-Americans and Puerto Ricans.
So what's my point? I think it is evident the government tested them on everyone and in WWI and WWII and with segregation many more whites were used in experiments. I don't see much of a link to discrimination.

From the pictures I've seen of atomic bomb testing on the military, it seems it was very predominately white.
Again – so what? It was bad for everyone.
The testing continues today regardless of race and ethnicity. A biogen was released from a weapons development lab and infected people were flown to every continent infecting billions of people and killing millions. Then an "experimental vaccine" (which was not a normal vaccine) was hurriedly developed without the formal and strict testing process and then forced on billions of people without knowing what the 5+ year long-term effects would be. People are dying that were vaccinated and boosted numerous times. The solution is to vaccinate them 3-4 times a year.
To top it off when evidence of problems with the "vaccine" and the origin of the biogen started appearing the government and media silenced and persecuted anyone that wanted to show the evidence. Even in the US with the 1st Amendment of Free Speech, these people were treated like they would be in an N. Korea tyrannical dictatorship.
The government held harmless the pharma companies so if you suffer adverse effects and/or die you can't sue, too bad. At least this one was not racist.
