There was a set, freely available online, called DBA, Damn Battleships Again, but was more aimed at the pre-dreadnought era. That said I'm sure it could be adapted IIRC. If you can't find it I can probably supply a copy, if I kept one, as the copies I know I have are fine-tuned for the Russo-Japanese War which worked splendidly. |

Look at Si Vis Pacem. It basically is DBA for WWI naval, with a few concessions for naval gaming traditions (e.g. levels of damage). |

The Wayback Machine is your friend. In addition to the adapted version of "Damn Battleships Again" by Peter West from 2007 (see my link above) here is a version archived from Phil Barker's old webpage circa 2009. The version on the page is last updated from 2003. link |

Yes, De Bellis Navalis by Colin Standish, published in WI about 20 years ago. Aimed at RJW but works fine fir WW1. Extended to the interwar and early WW2 as Iron Ships and Wooden Heads by Tim Gow. The was published in the Wargames Developments Journal. |
