The intercepted calls home from vatniks and mobiks alike drive home their desperate reliance not merely on drink, but stupified drunkeness. Such an order, even if remotely obeyed, would be a circular firing squad, so I don't think we'll hear of much benefit from it. The Russian Army (with so very few "Russians" in it, after all) is easily the most incompetent, incapable, and hapless since… I can't really think of a suitable precedent. When The Day finally dawns of the next Ukranian counter-offensive, that may be the beginning of the fastest collapse of an army in the field in the last century. Or two. Look to January, once the earth is thoroughly frozen virtually to the Black Sea coast, for the hammer to fall.
