Or is this just something that happens when the money for the repairs has been stolen and the deadline will not be met – so the deadline is put back because of a "fire"?

Or may be Russia has a truly shocking industrial safety record! I think it says a lot that this particular prestige system wasn't put out of its misery awhile ago. Though I'm sure the Ukrainian's a perfectly content to see resources diverted to things that can't be used against them. |
