Toto from the Wizard of Oz was a cairn terrier. So if you don't mind buying Dorothy too, you can get the following from Reaper Miniatures:

There's a small dog in the Perry Miniatures 28mm plastic Colonial set, British infantry in Sudan, Afghanistan. The dog is on the command sprue. It represents "Bobby" mascot of the 66th at the Battle of Maiwand. With a little conversion he might serve your purpose. Any gaming friends with this set would likely have a spare figure.
