Yes, but the problem in this rule is the cavalry which does not dismount and does not shoot and the Bavarian infantry which, equipped with the Podewils Rifle, would have the same firepower as the Prussian or French infantry..?

Modified Fire and Fury, or "Age of Valor" from Age of Eagles company. Also 1870 from Bruce Weigle. All are fun to play and well balanced.

George Gush Wargame rules for the later nineteenth century Chapter 4 in his A Guide to Wargaming (Croom Helm, 1980).
Not my favourite because I have no figures for this war but I know Paskal likes old rules and George Gush is a good rules writer. I got my copy for £1.00 GBP

I have used BBB with 1870 and 1866 for information backup. Still looking for a source for rating the German/French/Austrian generals of the period, and suggestions?

I use 1871 with 6mm, which it is optimized for. Each player commands a corps. They Died for Glory is very tactical and old school, with individual figure casualties. It is out of print, but can be found on eBay. One of the authors is currently playtesting an 1866 + 1859 supplement.
The best version of FPW rules based on Fire 'n Fury is Mit Blut und Eisen, from Wyre Forest Wargamers. It is the cheapest, and comes as a PDF, so no shipping cost.

Right now I think that building off of FnF is best way to go, because those rules are error-free, with no holes, and you can do regimental or brigade level. And remove stands. Best for 15mm.

I've just found a new set of rules: Moltke. It is a derivative of the Napoleonic rule set Blucher which is one of the current favorites. Each stand is a brigade, quick moving. It looks very good if you like the Blucher approach. It's a free download from Sam Mustafa's Facebook site (you need a copy of Blucher to play)
