Without male issue, and for decades already knowing there was no prospect of any, the Emperor had had recourse to threats and blackmail on top of other blandishments to have the Electorate confirm his elder daughter, Archduchess Harmonica as head of the Imperium of Trockenbeeren-Auslese. Just how much trust he really could place in that august school of electors was perhaps exposed in the sequel: not such as he had hoped.
