I'm trying to find some plastic or resin cast wall sections o primed of biscuit boxes and/or mealie bags for 28mm figures?

I thought maybe Miniature Building Authority might be a source but I couldn't find any.

DAF;
For mealie bags you can use dried beans. Get butter beans or something like that.

White glue or hot glue to a base.

Acheson had a crap load of sandbagged emplacements, but as cavcrazy said, Warlord has them in the Black Powder Range for the Zulu Wars.

Redoubt Enterprises also has a set with mealie bag/ammo box barricades. It includes cattle corral walls and two wagons.

Really not hard to make from scratch. Modeling clay for the mealie bags and balsa for the boxes.

You could try Chris at Lucky Punk:
