Just finished watching "Secrets of Blackmoor" documentary that outlines how Roleplaying evolved out of miniatures games, and it really got the miniatures campaign itch started again.

The idea of using the Diplomacy board game rules for the major moves and resources seemed appealing to me, having played a lot of Diplomacy in the long, long ago.

Is there a set of guidelines about how to set up a map to make the Diplomacy movement "fair", "balanced" and "functional"?

Honestly, I'd suggest looking at one of the block games from Columbia. They also do movement and resources, but are already play tested. I wrote a campaign guide for using Wizard kings as a campaign for Dragon Rampant, for example…

It would work for historicals, just leave out the magic bits.

I define it as so that no one side gets so noticeable a starting advantage that everyone would nearly always wish to play that side.

I had to buy a copy of Secrets of Blackmoor (which I recommend), from Amazon Prime Video.
