Russia did the same thing in WWII, so it is not surprising or without precedent.

It is not even close to an army, it will be armed rabble. One week of training, one week… They are beyond ineffective. It is not even cannon fodder. It would be better to put up some barbed wire, that at least might stop infantry for a few minutes. These people would not succeed in even that.

Off the top of my head all the "successful" examples of penal units were soldiers before they were convicted rather than convicts who became soldiers… I'm excluding the odd examples from the UK etc when individuals with criminal proclivities were hired during wartime for certain specialist skills they had.
