Is there a painting service out there that will do very simple toy soldier paint jobs (no shading, washes, etc.)for a correspondingly low price?

Perhaps you should try contacting a few painting services and asking them for quotations. If you find one, do please let us know.

You could just spray-paint (rattle cans) them yourself for quick results, and then upgrade/detail as time and desire permits.

Fernando are $1.80 USD for their "basic" 25mm figure (foot figure, straightforward uniform,no basing)
