Are the Games Workshop Lord of the Rings figures 25mm or 28mm figures? I had thought they were 28mm but now I hear they are smaller.

They are both. Many of the early plastic kits are definitely about 25mm, while many of the metals are closer to 28mm. Metals by and large match up with Perry historical figures, etc. A few random sculpts approach the size of earlier Warhammer figures, but most are a step down in heft and exaggeration from the Warhammer "heroic 28mm" scale, especially because all of the LOTR GW figures have a more realistic style concerning their hands, weapons, etc.

My impression is that the early stuff was actually close to true scale 28mm (sole to eyeline) but more recent stuff can be well over 28mm.

The Hobbits from a The Hobbit starter set I got water darn near man sized and made the early LOTR hobbits look like gnomes.

The Orcs are slightly smaller than the new Oathmark Orcs.
