Osprey has "Of Gods and Mortals." It can be a low figure count game. It also has gods/magic/mythology if you want to incorporate that into a game.

If you are looking for man to man, then Typhon will give you good period feel. They are designed for fighting mythical monsters but would work fine for historical.

I've been playing Mortal Gods from Footsore recently, gives a low level skirmish feel and a nice game.

Saga Age of Hannibal is another. Men of Bronze is a large skirmish, or small army, however you wish to look at it.

Men in Bronze, I'd say.

It is a lot like The Sword and the Flame. All the mechanics have a small unit feel to them, but instead of dicing for combat [both melee and shooting] figure by figure, you do it by Unit. The examples in the book are all 28mm figures mounted individually.

A Unit is ten figures, but could easily be 6 or 16 as it is table representation.

The historical feel is very good.

There are a few playtests out there in blog land, and a couple of reviews on Youtbue.

I got them for $12 USD or so at abebooks or something.
