Both Age of Hannibal and the scenario booklet Over the Alps have been updated….are these major changes?

"WHATS NEW? Among the many revisions included in the second edition, the most impactful might be the adjustment to rolling d8s instead of d10s. Don't worry—you won't need a bucket of dice to play—but the switch to eight-sided dice means less randomness in melee outcomes. It also provided us the opportunity to rebalance Rally Factors for each unit type. In addition to rebalancing the unit types and updating some unit traits, second edition totally revises missile fire, and the way generals exert command influence. The army Morale Clock, a key feature in AGE OF HANNIBAL, has been tweaked with a small but critical update. The randomness of using the DBA roll off / ratio combat mechanic with a d10 was commented upon back in the day with Fantasy Rules!, so I'm surprised that it took so long to percolate thru the Little Wars team. I thought they'd been playing the rules for many years?

My problem with the ChipCO games is development, as in they aren't very well developed or playtested, and there's just a lot of questions that arise with mechanics during the games.

Maybe it's just because Fantasy Rules! has so many possibilities and different units, makes it worse.
