From the details I'm coming across it seems to me the best way to game this conflict is like "Twilight 2000" in 28mm. You could have a host of interesting characters, wide array of weapons and a random way to generate encounters and could make for an interesting RPG campaign game.

We played Twilight 2K, in the 80's. We played during WWIII not the official timeline. Little did we know it was more a simulation then an RPG modern fantasy LOL
