Nobody! Actually not easy to find them in metal either. Copplestone for the RCW is the best option IMHO

I am not aware of any 20th century cavalry being done in plastic in 28 mm.

In 1/72 plastic side, Revell released a Soviet Cossack set once upon a time. Not sure how easy it is to find at the moment. Here is a review:

There is a supplier of 3D print files but you would need to have a resin printer or access to someone who can print them for you.
