I was thinking of WFB in 10mm same size bases but multi-figure.
ie. 20mm or 25mm squares with 4 figures maybe 3 or 5 for those that should look like a war band.
Who makes appropriate figures.
Goblins with chariots, wolf boyz
Beastmen chariots
Shaggoths (dragon ogre shaggoth)
Giants
Empire – I think renaissance, who makes pegasus and steam tanks?

Magister Militum has recently added a lot of 10mm fantasy to their ranges.
Kallistra offers a 10mm fantasy and historical line, but it's actually slightly larger. However, they're a bit more "traditional" in style, so they don't have analogs for everything (especially steam tanks and bizarre monsters).
There's a new company that's doing 3D files and printed figs which are very much "not-Warmaster" analogs— I know they've done armies similar to the Vampire Counts, High Elves, Bretonnians, and more, but I don't know how far that line extends, and alas, I don't recall the name. But there have been links posted here frequently; do a search in the Fantasy Boards and something should turn up.

The most appropriate of course would be the ones from Warmaster but they are OOP and expensive. Luckily, now you can get even better miniatures and much cheaper at 3d stl ranges like for example the ones from Forest Dragon.
