Plastic Soldier Review has changed their policy regarding their posts on fantasy figure sets: they now will post the heights of the mini's, and they are retro-fitting the posts to show the heights of the mini's in older postings.

They have reviewed Caesar 1/72 plastic mini's, as well as the Red Box series of Light/Dark Alliance figures. Most of their figures are classified as 1/72 scale, or true 25mm, but this is fantasy. Choose figures according to what you want and need.
Also, take a browse through their ancient and medieval listings for Human figures, also in the 23mm-25mm sizes. They can be had off of e-Bay for as low as $8.95 USD per boxed set of figures (48 is a typical number of figures per box!)! These are much more affordable than metal, Bones, resin, etc. Cheers!
