Veni Vedi Vici sells water slide transfers, that are generic for 25mm.

Also for the "pure 25mm" too, like the 25mm MiniFigs?

The VVV transfers give you multiple sizes per sheet. I've used them on 1970's 25mm figs.

Also, depending on what era you want,the Little Big Men Studios 1:72 HAT ancients transfers might work.

This would be for multiple ancient and medieval ranges of 25mm MiniFigs.

I like the Chessex transfers. Very generic and in multiple colors. I find a lot of the new ones today require to much work. You have to cut them out and if they are a Kite shield you have to cut out the center hole as well.
