However, I concede that the russians shy away from the classic scapegoat, the Jews.
Of course, antisemitism in russia declined from a peak in the 90's somewhat and they have to be quite imaginative to fit it in their current narrative.

By the way it was the putin administration that pushed back antisemitism in russia.

There is no widespread anti-Semitism in Russia (at the everyday marginal level, it is found, however, as elsewhere). Many argue just the opposite – the dominance of Jews in the Russian government ;-)
In fact, the vast majority do not care who is of what nationality.
