My take from the link is, there are some that will try to take advantage of any situation. There must be an organization in place to defeat them. Second and third lines of defense are important. |

I wonder if he was concerned about being pick up by the Russian military and ending up as another war crime? Maybe things are that bad through out the Russian Machine. |
