Khurasan has some offerings. Other than that, I'm not aware of anyone in the states who manufactures early war troops in 15mm.

If you are interested in the Balkans, you can order Eureka figures through Eureka USA. Another option is to order Peter Pig through Brookhurst, but I'd just order direct to ensure that you get everything that you ordered.

They have some interesting sets, but they are not early war figures IMO.

I run ScaleCreep.com and stock the 15mm range from QRF/Freikorps. They are nice figs, true 15s and cover early war. They keep adding to the range but they have an extensive line for the Western front. They have also started on Africa and the East:

They are also doing vehicles – Paris Bus anyone? Belgian dog cart with HMG?
