This game was out in the early 1980s and basically it was a set of rules and maybe even a map that allowed you to construct your own one or two person space racer and arm it with various weapons and then race around the solar system in competition with other like racers anybody remember this?

Definitely not Triplanetary. I owned that at the same time. Demon's Run is very close but I do bit remember he board, or even if there was one.

And I think it was by a lesser known company and if I remember right the box art showed two crew climbing into a docked racer that looks a lot like a BSG viper.

I do not recall the game.
But did some searching.
But as soon as you enter 1980s, Google assumes you mean a PC game.

'Box' art doesn't match, but maybe the 1988 V.I.P.E.R.?

Seems like there were a mess of pamphlet rulesets, but nothing else comes to mind.
