That seems odd, I agree. Maybe they mean classic toy soldier scale at 54mm, or maybe they are actually using 1/54, which seems like a flavor of 25 or 28mm.

And by flavor, I mean the oversized "heroics" that are closer to 32mm or so.

No they are 54mm which is 1/32 scale.
