I don't think they're meant to be shakos. The painting is of the British defeat at Pollilur 1780, commissioned for Tipu Sultan in the 1790s as a mural. It was subsequently restored by the British and the paintings sold may depict later uniforms from that restoration, but round hats are still more likely than shakos. Note how the artist puts equal "peaks" front and back, irrespective of the angle of the figures' heads.
