Anyone have access to some wallpaper that could be used as roads? I have seen some that look like stones but can't find the maker.

Visit a paint store and ask for a couple of sample books for wall paper. When you find a pattern you like, get some peel-n-stick vinyl floor tiles from a DIY store (cheapest, pattern is irrelevant). Bond the wall paper to the glue side of the tiles, and cut to size. The floor tiles can be flexed to flat, as they tend to warp a bit, over time. Cheers!

I experimented a while back with textured paper that I found at Hobby Lobby. They sell 12 by 12 inch textured paper for scrap books. This style looked like the surface of a basketball. It was orange and had a random distribution of raise spots and was flexible. You would need to glue it to something more rigid and paint it. To me it looked like a stone road in about 15 or 20 mm scale.

Gluing that to plastic styrene would work.

Sandpaper is good for asphalt roads, as is gray felt too. I've painted sidelines in white, with central white, dashed stripes too, and they look pretty good. Easy to do.
