Did someone know how scratchbuilding sci-fi 28mm helmets for Stargrave (enclosed, Mando/SW style), given I don't have any 3D printer?

Have you considered just buying them? Reliquary's "Django-Vett" looks pretty darn close, at about $2 USD a head and postage, but there are a ton of 28mm SF/fantasy heads or helmets out there, and your time is presumably worth something to you.

You can press a helmet you want to copy into modeling clay, remove it, then 'paint' several layers of white glue into your mold (let dry between coats), then pop them out when thick enough, prime & paint etc. Won't work too well if you are trying to copy a solid object like a head, though. I've used this method to make breastplates & other armor for skeletons. YMMV… ;-)
