Thanks Guys! My original rules for this were based on actual combat results, but the players (and me!) were less than happy the number of torpedo failures and plain misses!!!
We were often lucky to get a damaged Merchantman, or a single sinking!
I had to DOUBLE the effectiveness of Torpedoes and Guns to make it feel 'right'.!!!

Ah, the sacrifices we make as gamers!

Yes it must have been very frustrating. I believe early german torpedoes had a dud rate of 25% or so. You hate to do all that work and actually hit the target only to have to hardware malfunction. Same with early air to air missiles.
