I've been kicking around the idea of building a force of science pirates inspired by the Moore and O'Neil Nemo graphic novel trilogy. Was wondering if anyone had recommendations for miniatures or bits in the 28mm scale that would serve as a decent foundation for Janni Nemo and the nautilus crew.

I'd considered a female commissar model for nemo, but haven't been able to find any that quite fit as a good starting point, any help would be much appreciated.

First to answer your query -- look at the figure on the upper left in this group from Bob Murch's Pulp Figures -- link . You'll probably need to add a mask.

Second, in order for your embedded links to appear as actual clickable links, you need to have a space before and after the URL. In your case, putting a space just after the open parenthesis and just before the close parenthesis gives you a clickable link.

Looks like a commendable project. Please keep us posted on your progress.

Not sure if you see those crew as I do, but have you had a look at RAFM's Airship Pirates? Particularly the Imperial Marines?

So, I ended up going in a very kit-bash heavy direction. Used one of Crooked Dice's Dare Girl models as the bases, with a few odds and ends from Anvil Industry for the biggest changes. The face is from their female pmc head sprues, with a turban taken from their turbaned male head sprue. Cut away the face for that one, filled down the head and then made some adjustments to the Dare body to get them to fit.

The weapon is from Anbil's pulp pistols, the rest green stuffed to rough scale. For a first effort I have to admit I'm plenty pleased how it's turned out.

The female Wizards for Frostgrave have a lot of useful heads and accessories.
Keep an eye on Wargames Atlantic – they're about to release their female Cannon Fodder, which while more modern looking SF (jumpsuits) will also be a useful source of plastic 28mm female heads, and the bodies will be useful for ladies in overalls of any setting. They also have some unannounced projects in the works.
Stargrave should offer female Crew at some point.
