There seems to be -- as near as I can discern -- a near dearth of "Early Victorian" civilians in 28MM? For example, Wargames Foundry has two major "sections" of civilians to use for the "Victorian" era. They have "Victorians/ Edwardians" where they offer "police constables, ne'er do wells, market traders and anarchists," and also "Victorian Bystanders," where they say they have "Town Traders, Lawmen, Victorian Gents and more" (more on them momentarily). There are a few "stray" packs in their "Christmas" section as well, with everyone's favorite family member, Uncle Scrooge, for example. The problem is, with rare exceptions most of these figures are "Late Victorian." In fairness, the one line is labeled as "Edwardian," not just "Victorian." However, additionally if you buy packs of the "Victorian Bystanders," you have to accept that you are buying a very few "Victorians" while picking up a LOT of figures meant for the American Frontier of the late 1800s! Great if you are trying to augment the "cast list" on the games table for your scenarios of "Dead Man's Hand," but not so much for the "mean streets" of London! And as I say, almost nothing or a very few "Early Victorians" for the "mean streets" of 1850s London! Any suggestions of where to get good quality 28mm "Early Victorian" civilian figures? The sort of folks that one would see back in London at the time of the Crimean War??? |

If you are not too fussy check out ACW ranges, for example Redoubt link (some will end up in the spares box). |

London was the centre of the Empire and there would have been quite a variety in civilians from various far-off lands, including China and India. I would check West Wind (Gothic), Perry Miniatures, Ironclad miniatures, Brigade Games, Eureka, and perhaps some of the Pulp lines? Foundry do a few civilians in their Afghan & Sikh War ranges. They used to do a pack of some soldiers walking out with their ladies. Casting Rooms have some Victorians/Edwardians, not sure if these are the same as what is on the Foundry site. Would the Gangs of New York era figures work? |

Also, check Old Glory ACW range. I believe there is a pack of civilians come out from Washington to watch the battle. |

Thanks for the quick replies! I shall follow up! I am aware of the Gangs of New York era figures. However, I was not looking for "armed" figures to use to stage riots with guns, knives, & clubs, on the streets of London, or the docks of Portsmouth as the troops embark for, or disembark from the Crimea!

Foundry's Indian Mutiny range has "Ladies and Porters" link Empress has civilians for the 1840s Maori Wars. Only one is armed: link Old Glory has wagon train civilians and even a country doctor and coach link Also check out their Civil War Civilians: link |

Perry do armed rioters in their ACW range I realise you don't want weapons but I think most of the non-gun armed ones could have have the weapons removed easily enough. link |

There's another unarmed civilian pack from Empress's Indian Mutiny range -- in addition to the one my buddy Nick Stern posted a link to above -- and they might work for lining streets of London or docks of Portsmouth to wave at and cheer for the troops going off to or coming home from the Crime:
